To me Controversial simply means, "Being outspoken about subjects that others are afraid to openly admit"

Being politically correct, does this mean not making any one angry?

Some label politicians 'Controversial' for saying something or taking a stance on something.

People don't always like to hear what a politician has to say about

1. Abortion

2. Welfare

3. Immigration

4. Healthcare reform

5. Foreign relations

6. Outsourcing

7. Taxes

9. Education

10. Gun law

11. Human rights

12. Special interests

13. Terrorism

14. Military spending

15. Deregulation

etc.... and so on.

But even though some of the people running for the Commander In Chief at the White House have a controversial way of talking, then it's because politics in general are controversial in nature.

Controversy is disagreement. There are many different views on those items you have listed. The items themselves are controversial.
