Money diverted from its intended purpose - again

From reading a post from Hollyhocks100 - I was reminded of something that has been bugging me for a couple of months.

We were due to have a new hospital built for the town at the local park and ride area (so people park there and then get a cheap bus into town as the roads are medieval and can't take the traffic). It was going to be a real improvement on the current one which is in part an old friary with a basic building added on which is way too small for a hospital and doesn't offer that many services. The town's two GP practices were going to be housed there, although still separate and a pharmacist would be right there with them to fill and prescriptions. They were going to have dialysis machines and offer full chemo treatments which currently you have to drive an hour away for.

There were so many benefits to the town for this hospital. Unfortunately, one woman (who has a famous comedian daughter - think overweight UK writers) decided to raise a complaint committee. Her argument was that there should be a GP practice in the town centre for pensioners living in the town. She ignored the fact that we have three 'treating pharmacists' who can carry out many of the urgent treatments that you can get from a GP. She ignored the fact that we have a bus service that you can use from all areas of the town that will take you to where the new hospital was going to be.

She also ignored the fact that a lot of the pensioners using the local doctors live in the villages and farms on the outskirts and that for them it is more difficult to get into the town centre than the Eco Park where the hospital site was. She raised a petition with enough names to make it look as though all of the residents supported her (even though nobody has been able to find anyone who voted with her) and really kicked up a stink about it.

Eventually, the local health authority decided that they would cancel the hospital plans and we have to muddle along as we do now. We were so angry with this interfering woman who would not have benefited from the new hospital so I don't see how it was her place to complain even. The thing that really angers me though is that a fortune was raised towards the cost of the new hospital - it was given specifically for that reason. Now that the hospital isn't going to be built the money has been diverted to the funds deficit of the large hospital an hour away. I don't see that this is legal given the precise nature of some of the funding. They had also done this four years ago when they closed one of the wards for care of the elderly which was funded through a trust fund specifically for that ward - nobody can find out where that money was diverted to.

The county town is at the other end of the county to us and that is where all money goes - we even had to choose between street lights overnight or public toilets a couple of years ago - so it gets very dark here at night but that's not bad as the crime rate is very low. When it comes to giving out any funding we are always bottom of the list so we should be used to it but it still irks me.

This is the twenty-first century and yet we still have second class citizens based on location. Its a disgrace!

On the other hand I wouldn't want to live in the larger town with higher crime and noise and general speed of life. I suppose I just want my cake and eat it too.

In the US if the donated funds had been to a nonprofit NGO and restricted to a specific purpose, they would have to be repaid or someone might wind up in jail. It takes an act of God just about to legally divert restricted funds over here. However, if the funds were given to a government agency they would be gone forever. All it takes is a majority vote of the governing board to change the appropriation and the donors can be screwed out of every dime.

This is all wrong! The money should have gone to the town if the hospital was not to go ahead. Its also wrong that the majority have to suffer as the minority didn't like the change.

Pfft! Interfering woman in deed! Is there any way you could get this to receive a wider audience eg write to your local newspaper, radio, get on Watchdog? I don't know which female comedian you're thinking of. Is it something to do with Dawn French, she's overweight? Who else is overweight and a comedian?

That woman is really nosy. I wonder what is her purpose for causing the cancellation of the hospital plan.

Well I am sorry you all aren't getting your cake. She sounds like someone with not enough to do - unless she is somehow connected to where those funds went, directly or indirectly.
